There is a not so new organization called FLASH that has partnered with Bob Vila to create an interactive home map that can help you identify the parts of your home that are susceptible to natural disasters.
FLASH mission statement
To partner with like-minded organizations from the public, private and non-profit sector; to demonstrate leadership through creation of useful and reliable disaster safety education programs; and to sponsor ongoing outreach initiatives to encourage citizens to build, buy and use buildings that are constructed or retrofitted with disaster safety in mind.
This sounds a bit like FEMA to us but with a focus on education and more pro-active with seeking partnerships from the public and private sector.
